"On the rail": This used to be the hardest physical labor you could be sentenced to, building the railroad through the arid interior mining lands of Caris to the ports on the coast. The project was started years ago during King Amakessar's reign and was only fully abandoned a few years ago, with far less than half of the slated lines completed. An unknown amount of people died on the rail, colloquially there are said to be a thousand souls per mile (though it is probably not that bad). But if for whatever reason you wanted to go out there, you can still find bones unburied by animals and flash floods, belonging to the unlucky prisoners who succumbed to the heat and pure exhaustion. 

Nowadays prisoners sentenced to hard labor are sent far south to logging camps. A lot of prisoners who finish their sentences there stay on to work for a (low) wage, since they're often not welcome anywhere else (see: the jerks in chapter 1)
