Birth Certificate Bill

Members of the Illinois state legislature, which is and has been in serious debt, recently proposed HB6064. This bill would amend public aid laws to require mothers to name the biological father, or a relative willing to take on financial obligation, before receiving a birth certificate or any state public assistance for themselves or their or child. Single mothers by artificial insemination may obtain birth certificates for their babies, if they sign a waiver giving up any right to state welfare.
