Requested, and to balance my higher university cost mod, higher scholarships values. I just placed a 0 behind the default value, so the "education for all" one (for example) becomes a 5000 scholarship. Now, I need to play the game a bit more to see how they exactly work... I tested it but I can't find what determines the buff "sizeable scholarship" to be given, so it may be that every scholarship gives it now.

Found and added the Merit Scholarship.
